Generate Health is proud to announce the promotion of Lora Gulley to Chief Operating Officer (COO). A dedicated advocate for maternal and child health, Lora has served as the organization’s Director of Community Mobilization and Advocacy for 13 years, leading groundbreaking initiatives to address systemic inequities and elevate community voices.
As COO, Lora will oversee and manage the daily operations of Generate Health, playing a critical role in executing the organization’s strategic vision, improving operational efficiency, and fostering a thriving organizational culture. She will also support leadership development, organizational growth, and cross-sector initiatives to drive sustainable impact.
A nationally recognized thought leader in community engagement and health equity, Lora has spent over two decades building broad-based collaborations that amplify community needs and align diverse stakeholders to create meaningful solutions. Her expertise lies in centering community voice, building leadership capacity, and accelerating equitable decision-making to drive systemic change.
One of her most notable achievements includes spearheading a powerful Call to Action to address the deplorable housing conditions faced by low-income families in one of the largest housing complexes in St. Louis. Through her tenacity and leadership, she united advocates and residents to hold decision-makers accountable, leading to significant improvements in housing policies and conditions. This effort exemplifies her unwavering commitment to social justice and community-driven change.

Beyond her professional achievements, Lora is deeply committed to her community. She serves on the St. Louis County Housing Authority Board of Commissioners and shares her passion for advocacy as an Adjunct Faculty member at Saint Louis University, preparing future public health leaders to tackle pressing issues in maternal health and social justice.
In her new role as Chief Operating Officer, Lora will continue to champion community vitality, leadership, and systemic change, ensuring Generate Health remains the ‘go-to’ resource for maternal and infant health. Her passion for advocacy, deep community connections, and strategic leadership make her an invaluable force for lasting, transformative impact.
